This is a regular yearly occurance in all councils which have the same protocols set up to deal with folks like this. Appalachian Council takes people to court almost every year. Unfortunately it's the girls who lose, not only the troop money, but the daughters of these adults lose credibility and often cannot sell cookies again. There should be safe guards set up so that leaders do not give out cookies until all previous money is owed. This seemed to be a well written article explaining it all.
