The Toilet Outage of 2004

They turned off our water today at 11:00 am. In the process, they somehow broke the toilets on my side of the 3rd floor hallway. The maintenance guys came at 2 to fix them. It is now 7:30 pm and our toilets still. don't. work. If I wake up in the middle of the night and have to pee, I am going to be upset if I have to walk to find a toilet that works. Isn't this some sort of health code violation or residential negligence? I want a housing refund.
